The Shelby County Health Department (Department), Pollution Control Section has received applications to construct or modify air contaminant sources at the following locations and of the following descriptions.  These permitting actions are not subject to the Prevention of Significant Air Quality Deterioration (PSD) requirements, as described in the Rules and Regulations of the State of Tennessee, Section 1200-3-9.01 (4)(a)2.

CONSTRUCTION

Henkel Corporation
4035 Senator Street, Memphis
Requesting a construction permit for the installation of a new hold tank and material throughput increase.

Guest House at Graceland LLC
3600 Elvis Presely Blvd, Memphis
Requsting a permit to install a 3640 HP emergency generator.


A copy of the application materials used by the Department is available for public inspection at the Pollution Control Section office, during normal business hours (8:00 am – 4:30 pm).  Interested parties are invited to review these materials and provide written comments.  Written comments will be accepted for a period of thirty (30) calendar days after the date of this public notice at the following address:

PUBLIC NOTICE

ReConserve of Memphis, Inc. (ReConserve) has applied to the Shelby County Health Department (SCHD), Pollution Control Section, for an initial synthetic minor operating permit  for a source subject to the provisions of City of Memphis Code Section 16-77 [Reference Rules and Regulations of Tennessee, Rule 1200-3-9-.02 (11)], commonly referred to as Title V major source operating permit regulations. 

Synthetic minor operating permits are allowed by the Federal Clean Air Act and the City of Memphis Code for sources that choose to opt out of being subject to the provisions of Paragraph 1200-3-9-.02(11) by limiting their potential to emit such that they are below the applicability threshold. 

The ReConserve facility is located at 1495 Harbor Avenue, Memphis, Tennessee.  Operations at this facility consist of the production of livestock feed components.

A copy of the application materials used by the Department and a copy of the draft revised applicable permit sections are available for public inspection at the Pollution Control Section office during normal business hours (8:00 am – 4:30 pm).  Interested parties are invited to review these materials and provide written comments.  In addition, a public hearing may be requested at which written or oral presentations may be made.  To be considered, written comments or requests for a public hearing must be made within thirty (30) days after the date of this notice and should be addressed to:

Individuals with disabilities who wish to review this information should contact the Department, Pollution Control Section, to discuss any auxiliary aids or services needed to facilitate such review.  Contact may be in person, in writing, by telephone, or other means, and should be made no less than ten days prior to the end of the public comment period to allow time to provide such aid or services.
