The Ryan White Program is a federally funded program that provides medical and supportive services for people living with HIV/AIDS who are low income, uninsured or underinsured and have no other resources available to meet these needs.
The Memphis TGA Ryan White Program, administered by Shelby County Government, was first awarded Ryan White Part A and Minority AIDS Initiative funding through the U.S. Health Resources Services Administration in 2007. The program serves over 3,700 people annually. In FY2012, the program received $6.8 million to provide HIV services. Services are available to eligible clients living in Shelby, Fayette, Tipton Counties (TN); Desoto, Marshall, Tate, Tunica Counties (MS); and Crittenden County (AR).
The Ryan White Program Office is the unit for overseeing the legislative, programmatic and fiscal compliance of these federal funds. Although the office does not provide direct services to clients, it is responsible for subcontracting funds to area clinics and community based organizations for service delivery. The Ryan White Program Office also ensures collaborative, comprehensive planning by key stakeholders, including people living with HIV/AIDS, in the design of a system of quality HIV care throughout the region.

Memphis TGA Planning Council
In 2010, the Ryan White Program started its campaign “Know Now. Live Longer” to encourage area residents living with HIV and not receiving care to access life saving treatments available through the Ryan White program. Estimates suggest that nearly 42% of people living with HIV in the Memphis area are not receiving regular medical care. Since the campaign’s beginning, the Ryan White Program has had a 31% increase in clients accessing medical services.
