Heidi Shafer


Commissioner Heidi Shafer was elected to the County Commission in August of 2010 and re-elected in August of 2014 to represent District 5 one of 13-new single member districts which includes East Memphis, Shelby Farms and White Station. Heidi grew up working on the family farm in Nebraska, and graduated from Concordia University in Seward, Nebraska, with a BS in Education. Following college, Commissioner Shafer moved to Memphis to teach at Christ the King Lutheran School.

After marriage and the birth of her daughter, Heidi has served on many boards and committees at school, church and in the community, including Regional One (The Med) as board member; board member of Broadcasting for the Challenged; Board Member for Christian World View; Agricenter; LeBonheur Club; Christ the King Lutheran school board member; Marketing and Long Range Planning committees for Christ the King Lutheran; and Outreach and Board of Education at Trinity Lutheran Church. Heidi currently serves as Confirmation Instructor at Trinity Lutheran Church. Commissioner Shafer is a member of the Tennessee Women’s Political Caucus.

Commissioner Shafer has worked for two Fortune 500 companies, and is currently the Chief Marketing Officer for the Flinn Clinic (over 11 years), handling government affairs, compliance, and public relations. She is responsible for the growth of the bottom line for all seven offices and other business interests and joint ventures, including writing and production work for cable television.

As Budget and Finance Chair, Commissioner Shafer started the Joint Purchase Committee, which creates a voluntary platform for local governments to get volume pricing. Heidi’s goals as a County Commissioner are to fight for efficient and effective government, and for a reduced tax burden on families and businesses in Shelby County. Heidi Shafer is spearheading the Poplar Corridor Rejuvenation Project to maximize one of our county’s biggest assets and position it for even greater revenues by targeted infrastructure improvements.

Commissioner Shafer has worked hand-in-hand with neighborhood associations and businesses toward solid business opportunity and safe, residential neighborhoods. As Chair of the Legislative Standing Committee, Commissioner Shafer is looking forward to working with law-makers in Nashville to promote beneficial legislation for the citizens of Shelby County.
