Commissioner Henri E. Brooks was elected to the Shelby County Board of Commissioners in the August 2006 general election to represent District 2.

Commissioner Brooks is a graduate of the University of Memphis with a B.S. in Education and a minor in Journalism and attended the Nashville School of Law.  She was a Tennessee House Representative for District 92 for the 98th through 104th General Assemblies.  As a House member she was vice-chair of the House Government Operations Committee; chairperson of the Tennessee Legislative Black Caucus Title VI Implementation Plan and Review Committee; vice chair of the House Judiciary Subcommittee on Constitutional Protections; a member of the Judiciary Committee and subcommittee on Civil Practice & Procedure; and a member of the Business Tax Oversight Committee.

Commissioner Brooks is a community and political activist. She is the founder of the Metropolitan Memphis Non-Partisan Voter Education Coalition and founder of the Juvenile Drug and Delinquency Prevention Initiative.  She is a member of the Memphis Women's Political Caucus, Memphis Branch NAACP, University of Memphis Women's Leadership Council, National Organization of Women Legislators, National Organization of Black Elected Legislators, Executive Committee of the National Black Caucus of State Legislators, Orange Mound Concerned Citizens Coalition, and Orange Mound Senior Citizens Council. She enjoys membership/leadership positions in many other grassroots community and political concerns in the community. Commissioner Brooks is the recipient of many political, social, and business award.

Commissioner Brooks is a member of and serves on the Board of Trustees of the Greater Imani Church and Christian Center and is the proud mother of a 35-year old daughter, and a one year old "grand puppy" named Fearless W.E. B Dubois Brooks.
