The Office of the Trustee is authorized by the Tennessee State Constitution with the General Assembly establishing qualifications and duties. Every county in Tennessee has a Trustee that is elected by its citizens. As one of the largest treasuries in the state, the Shelby County Trustee is responsible for:
- Billing and collection of Shelby County property taxes
- Billing and collection of current and/or delinquent taxes for municipalities
- Investment of funds for maximization of interest earnings
- Receipt and distribution of other County funds
- Revenue forecasting
The Trustee also administers various tax relief programs to assist seniors and disabled citizens in paying taxes.

In June of 2010 the Trustee's Office received The National Association of Counties Achievement Award (Financial Management Category) for the development and use of mobile cashiering technology. Through this innovation, the Trustee is able to better serve the community by providing close-to-home short-term payment locations such as libraries,churches, community and senior centers.
