The Memphis Landmarks Commission (MLC) is responsible for preserving and protecting the historic, architectural, and cultural landmarks in the city of Memphis. As such, MLC reviews zoning requests, and work that is visible from the street including new construction, demolition, relocation of structures, and different types of exterior alterations in both historic preservation zones and historic conservation zones.

At present, historic preservation zones include the following neighborhoods:

Additionally, Memphis' three historic conservation zones are ---  Central GardensEvergreen, Lea's Woods and Rozelle-Annesdale.

If a property owner with either a historic preservation zone or a historic conservation zone seeks a building permit for exterior work, the owner must receive a Certificate of Appropriateness (COA) from MLC. To obtain the COA, the property owner must submit a COA application, a COA Application Certification form, in addition to a site plan, measured drawings of elevations, and floor plans to MLC. The COA application must be submitted to MLC by the appropriate application deadline.
