Solae, LLC has applied to the Memphis and Shelby County Health Department (MSCHD), Pollution Control Section, for a major source operating permit renewal (including minor permit  modifications) subject to the provisions of the City of Memphis Code Section 16-77 [Reference Rules and Regulations of Tennessee, Rule 1200-3-9-.02(11)] (frequently referred to as the Title V regulations). A  Title V operating permit is required by the Federal Clean Air Act and the City of Memphis Code. This Solae, LLC facility is located at 4272 South Mendenhall Road in Memphis, Tennessee. Operations at this facility consist primarily of food grade soy protien isolated manufacturing.
A copy of the application materials used by the Department and a copy of the draft revised applicable permit sections are available for public inspection at the Pollution Control Section office during normal business hours, 8:00 am - 4:30 pm.  A public hearing has been scheduled at the Solae, LLC facility, located at 4272 South Mendenhall Road in Memphis, Tennessee on June 18, 2009 at 5:30 pm. The comment period will end at the close of the public hearing.

Contact may be in person, in writing, by telephone, or other means, and should be made no less than ten days prior to the end of the public comment period to allow time to provide such aid or services.

The Memphis and Shelby County Health Department, Pollution Control Section, has received applications to construct or modify air contaminant sources at the following locations and of the following description. The sources in these permitting actions are not considered a "Major Source" as defined in the Rules and Regulations of the State of Tennessee 1200-3-9.01(4), or do not meet the definitions of a "Major Modifcation" in this Chapter. The Department invites interested persons to submit written comments concerning these applications. Written comments will be accepted for a period of thirty (30) calendar days from Monday, June 8, 2009 at the following address:

Requesting slight increases in permitted emissions of Volatile Organic Compounds (VOCs) 0.78 tons/yr, and Hazardous Air Pollutants (HAPs) 0.31 tons/yr aggregate and single HAP 0.04 tons/yr. This is due to recalculation of emissions utilizing updated emission factors, and a content change of transmix of storage tank.
