Memphis, TN. - On August 29, 2006, Mayor Wharton held a Groundbreaking Ceremony for the Horton Subdivision drainage project and today the drainage project will be officially dedicated to the residents of Horton Subdivision. Horton Subdivision was developed in the 1940s adjacent to Germantown Parkway, north of U.S. Highway 70. It was built with narrow streets and deep side ditches resulting in poor drainage that are potentially dangerous for pedestrians.
In 2003, the County hired a consultant to study the area and make recommendations for a solution to the problems. Upon completion of the study, it was determined that the streets needed to be widened and an underground drainage system needed to be constructed, eliminating the existing road side ditches within the subdivision. This project converted approximately 4,000 feet of narrow sixteen (16) foot wide rural roads to urban designed streets with twenty-four (24) feet of pavement, valley gutters and an underground drainage system.
The City of Bartlett annexed the area in December 2004 and took an active role in the project. Bartlett made a decision to replace the entire water system to increase pressures and improve fire suppression. They also paid for the construction of two cul-de-sacs, one at the end of Bourne Road and the other on Claypool Road. Coordination between Comcast, Bellsouth, and MLGW for utility relocations and cooperation from the CSX Railroad were key factors in the smooth construction process. The estimated total construction cost was $1.15 M, of which approximately $260,000 was used for the water system improvements paid by the City of Bartlett.
