 Shelby County Mayor A C Wharton Announces Appointments
Of Key Division Head Staff Today


Memphis, TN. -  Today, Mayor Wharton announces his Administrative appointees.  The key division head staff are:  Chief Administrative Officer, John Fowlkes, Director of Administration and Finance, James F. Huntzicker, Director of Planning and Development, Richard S. Copeland, Director of Corrections, Andrew Taber, Jr., Director of Health Services, Yvonne Smith-Madlock, Director of Public Works, Theodore (Ted) C. Fox, III, and County Attorney, Brian Kuhn.  Wharton announced that for the time being he is not filling the position of Director of the Division of Community Services, a position left vacant by the resignation of former County Commissioner Linda C. Rendtorff, who resigned to assume a position in the County's Division of Planning and Development. 

The appointment of the key staff members will be presented to the County Commission for approval on Monday, September 11, 2006.  They will all be present and available for media interviews.  Please contact Gwendolyn D. Below is a brief biography on each key staff member.


Administration Biographies

John Fowlkes, Jr. - Mr. Fowlkes was named CAO on November 4, 2002, after a legal career in both Federal and State prosecution.  For thirteen years, he was an Assistant United States Attorney in the Western District of Tennessee.  He served as the First Assistant United States Attorney, where he supervised the day-to-day operations of the United States Attorney's Office including Civil, Criminal, Administrative and Financial sections.  Mr. Fowlkes' career also includes the Department of Justice and serving as the Assistant District Attorney General for the 30th Judicial District, Shelby County, Tennessee.  His Doctor of Jurisprudence is from University of Denver, School of Law and his Bachelors of Arts in History degree is from Valparaiso University, Valparaiso, Indiana. 

James F. Huntzicker - Mr. Huntzicker was named Director of Administration and Finance in November 2002, and brought over 25 years of experience in finance, real estate, and general management.  From 1999 until November 2002, he worked as an affiliate broker for McKee & McFarland, Inc.  Prior to his appointment, he served as Director of Business Development for Space Center Memphis, Inc., was President/Founder of the Nonconnah Health Corporation, and Chairman and CEO of Health Industries of America, Inc.  Mr. Huntzicker's was also employed by the County from 1980-1985 first as Director of Finance and Administration and then as CAO.  His Bachelors of Science degree in Business Administration is from Drake University. 

Richard S. Copeland - Mr. Copeland was named Director of Planning and Development in January 2004.  Prior to joining Shelby County Government, he served as Of Counsel to the law firm of Butler, Snow, O'Mara, Stevens & Cannada PLLC.  His career includes Assistant Director of the Tennessee Technology Development Corporation, Chief Operating Officer of Global Associates LLC, Chief Operating Manager of Compass Intervention Center LLC, and President and Treasurer of Franklin American Insurance Corporation.  From 1975-1990, he served Shelby County Government as the Assistant to the Chairman of the Shelby County Commission, Assistant County Attorney, and Assistant CAO.  His Doctor of Jurisprudence is from the University of Memphis and his Bachelor of Science is from the University of Tennessee, Martin.

Andrew Taber, Jr.  - Mr. Taber was named Interim Director of the Shelby County Division of Corrections and then in August 2006, Director of the Division.  For over 28 years, he has successfully served the citizens of Shelby County in the department.  His began his Division of Corrections career in Counseling Services.  He also served as Program Administrator from 1983-1986, Program Manager from 1986-1990, Deputy Administrator of Inmate Services from 1990-1994, Deputy Director from 1994-1997, Administrator of the Adult Offender Center from 1997-2002, and Deputy Director of the Division in 2003.  His Master of Science degree in Counseling and Personnel Services from the University of Memphis and his Bachelor degree in Criminal Justice from Tennessee State University.

Yvonne Smith-Madlock - Mrs. Madlock was originally named Director of Health Services in June 1995 under Mayor Rout's Administration.  She will continue to serve in this capacity.  Prior to joining Shelby County Government, she was Administrator for the Bureau of Personal Health Services in the Health Department and served as the Executive Director of Mid-South Family Health Care Center from 1990-1992.  For 12 years, she was employed by the Memphis Health Center and served in various capacities, i.e., Senior Vice President, Chief Operating Officer and Director of Patient Care Services.  Her MAT degree is from Wesleyan University, Middleton, Connecticut.  She is a Wellesley College graduate and attended the University of Texas, School of Public Health. 

Theodore (Ted) C. Fox, III - Mr. Fox was named Director of Public Works in August 1995 under Mayor Rout's Administration.  He will continue to serve in this capacity.  Prior to joining Shelby County Government, he served over 25 years in the U.S. Army Corps pf Engineers, retiring with the rank of Colonel.  His last assignment was as the District Engineer for the U.S. Army Corps of Engineers, Memphis District, where he had responsibility and charge of flood control, navigation and environmental protection on 355 miles of the Mississippi River and its tributaries.  His Master in Public Administration degree is from the University of Oklahoma and Bachelor of Science degree in Environmental Engineering is from Western Kentucky University.

Brian Kuhn - Mr. Kuhn was named County Attorney in August 2003.  He previously served as Shelby County Attorney from September 1982 through August 1994.  Prior to joining Shelby County Government, he was a practicing attorney and an assistant county attorney, representing the County in a number of landmark cases, as well as county Chief Administrative Officer.  His Doctor of Jurisprudence and Bachelor's degrees are from the University of Tennessee.
