Mr. Ernie Gunn, Chairman, called the meeting to order.

Mr. Gunn asked for a motion to approve the minutes from the meetings held on April 13, and June 23, 2005.

Motion - Bob Patterson

To approve the minutes from the meetings held on April 13, and June 23, 2005.

Second - Lee Wessels

Motion approved unanimously.

Mr. Jim Martin introduced the new Benefits Manager, Ms. Brenda Greene.

Mr. Martin presented the Term Life Insurance Plan with CIGNA, a fully insured term life plan, which will provide a fixed premium rate and eliminate the premium uncertainties of the current arrangement in a rising cost environment.  The premium will take us to 47.2¢ /1000 as opposed to the current 40¢ rate.

Mr. Martin further stated that due to the loss of the younger Shelby County School Board employee group and the higher incidence of retiree deaths, CIGNA is losing money.

Mr. Mike Swift talked about the upcoming GASB requirement for post retirement benefits.  It will require the County to put the liability for these benefits on the County's financial statement starting in July 2007.  This could have an impact on how these benefits are funded in the future.

Motion - Janet L. Shipman

To approve the Term Life Insurance Plan with CIGNA as presented by Jim Martin.

Second - Minnie McCray

Motion approved with a majority vote (two votes against).

Janet Shipman stated that a payroll deduction committee is working on combining all employee campaigns and have a one-time kickoff.

Mr. Gunn informed the board that the PTO proposal has been suspended, and there is no movement at this time.

Motion to adjourn by Bob Patterson.

Second by Elly Riss.

Respectfully submitted,
