Mr. Ernie Gunn, Chairman, called the meeting to order.

Ms. Janet Shipman presented the Workplace Violence Prevention Policy which commits to providing a safe environment, free from violence, threats of violence, harassment, intimidation, and other disruptive behavior; and to establish procedures for County employees to follow in reporting any acts of workplace violence. In order to promote and support a workplace where dignity and respect are observed, Shelby County Government will not tolerate any acts of intimidation, threats, or bullying.

Suggestions were made to make several changes to the Workplace Violence policy.

  • Under VI. E. Responsibilities of Parties, Employee Assistance Program - change the word "encourage" to "require" employees to contact the EAP for individual counseling.  After discussion, it was decided to include "mandatory" referral to counseling in Section XI, A, 3 - Conclusion of Investigation.
  •  In Section V. Prohibited Behaviors - Insert "Acting out anger: slamming doors, punching walls, instigating fights, etc." in both levels 2 and 3, Prohibited Behaviors.
  • In Section VII. B. 2. - Include another paragraph.
    "h) If circumstances warrant, an Authorization of Agency may be
    sought to prevent the subject of the CRITICAL INCIDENT report from being allowed on County property."

To approve the Workplace Violence Policy with changes.

Second - Minnie McCray

Jim McKay presented the Health Plan Financial Report (preliminary) showing an 88% premium loss ratio.  The plan is operating at a profit - 12 cents of each dollar of revenue is surplus.

Steve Stamson requested that the UPPC Chairman to find out the process of the PTO Leave Policy.  Mr. Stamson made note that the UPPC deals with employee benefits, and feels that annual, sick and bonus leave are employee benefits that should appear before the UPPC.

Motion to adjourn by Donna Pavette.  Second by Minnie McCray.
