Walter BaileyA practicing attorney, Mr. Bailey was elected to an unexpired term in 1971, and was elected to a full term in 1972. He was again elected as a member of the Board of Commissioners in 1978, 1982, 1986, 1990, 1994, 1998 and 2002.

Mr. Bailey served as Chairman Pro Tempore of the Commission in 1987-88.  In 1989 and again in 2002 he was elected Chairman of the Commission.

As the senior member of the Board of Commissioners, Mr. Bailey often provides a historical perspective of issues and serves as a powerful advocate for inner city matters.

A member of the Memphis and Shelby County Bar Association, Mr. Bailey has been admitted to practice before the U.S. Supreme Court.
