Low-Income Home Energy Assistance Program

Function

The Low-Income Home Energy Assistance Program (LIHEAP) is administered by Shelby County Community Services Agency and is funded by Tennessee Housing Development Agency (THDA). The program is designed to assist eligible households in meeting the rising cost of home energy.

LIHEAP has two programs that operate consecutively: Regular Assistance Program (EA) and Energy Crisis Program (EC).

LIHEAP qualified households may receive a one-time payment per fiscal year to assist with their utility bill. The benefit level for each program starts at $150 up to $600 per household. The LIHEAP payment will be made directly to the utility vendor.
